Counting method
Unless otherwise specified in the rules, if the entire ball passes through the goal line between the goal posts and under the crossbar, and is not thrown in by the attacking team, carried in by the hand, or deliberately pushed into the goal by the hand or arm (except when the goalkeeper is in his own penalty area), the attacking team wins a goal. In a match, the team with more goals is the winner. If neither team wins or the number of goals won is equal, the match shall be a "draw".
Penalties
Offside
(1) Any attacking player who is closer to the opponent's goal line than the ball is considered to be in an offside position. The following exceptions apply:
1. The player is in his own half of the field.
2. At least two players from the opponent are closer to the opponent's goal line than the player.
(2) When a player is in an offside position at the moment he kicks or touches the ball, the referee shall deem the player to be offside if he:
1. Interfering with the game or the opponent;
2. Attempting to gain an advantage from the offside position.
(3) A player shall not be deemed offside if:
1. The player is merely in an offside position;
2. The player receives a goal kick, corner kick or throw-in directly from the goal kick.
(4) If a player is deemed offside, the referee shall award an indirect free kick to the opposing player from the offside position. If the player is offside in the opposing goal area, the free kick may be taken from any point in the goal area from which the player was offside. For details, see the entry: offside.
Fouls and misconduct
(1) A player who intentionally violates any of the following nine provisions, namely:
1. Kicks or attempts to kick an opponent.
2. Trips an opponent, that is, trips or attempts to trip an opponent from behind or in front of the opponent by extending his legs or bending his body.
3. Jumps at an opponent.
4. Charges an opponent violently or dangerously.
5. Charges an opponent from behind, unless the opponent is blocking.
6. Hits, attempts to hit, or spits at an opponent.
7. Pulls an opponent. 8. Pushing an opponent.
9. Touching the ball with the hands, e.g. carrying or pushing the ball with the hands or arms (except when the goalkeeper is in his own penalty area).
Note: On 5 March 2021, the International Football Association Board announced changes to the rules regarding handball fouls. Not all handballs are considered fouls. Unintentional handballs that result in a teammate scoring a goal or having a chance to score will no longer be considered a foul. [35]
In all the above cases, the opposing team shall be awarded a direct free kick at the location of the foul. If the foul is committed in the opponent's penalty area, the free kick may be taken from any location in the penalty area. During the match, if a defending player deliberately violates any of the above nine items in his own penalty area, a penalty kick shall be awarded regardless of the position of the ball at the time.
(2) A player commits any of the following five fouls, namely:
1. The referee considers his action to be dangerous, e.g. attempting to kick a ball that has been caught by the goalkeeper.
2. During the game, when the goalkeeper is in his own penalty area:
a. After controlling the ball with his hands, he holds the ball in any direction, bounces the ball, or throws the ball into the air and then catches it, and walks more than 4 steps without putting the ball into the game state.
b. After holding the ball, during the process of walking 4 steps and before and after, although the ball has been put into the game state, before the ball is touched by a teammate outside the penalty area or an opponent inside or outside the penalty area, he touches the ball again with his hands according to the situation in Article (2) c.
c. After a teammate deliberately kicks the ball to the goalkeeper, the goalkeeper touches the ball with his hands.
d. The referee believes that due to tactical purposes, the game is intentionally stopped and the game time is delayed so that the team obtains an unfair advantage.
In the above cases, according to the specific circumstances of the free kick rule, the opposing team shall be awarded an indirect free kick at the place of the foul.
3. A player shall be warned and shown a yellow card when the following situations occur:
e. After the start of the game, a player enters or re-enters the field to join the game or leaves the field during the game: except for accidents, in any case, without the referee's prior permission.
f. If the referee suspends the game to issue a warning, the opposing team shall take an indirect free kick at the location of the ball when the game was suspended according to the specific circumstances of the free kick rules to resume the game.
g. If the offending player has a more serious foul, he shall be punished according to the relevant provisions of the rules.
h. The player violates the rules continuously.
i. Expresses dissatisfaction with the referee's decision with words or actions.
j. Has improper behavior.
Except for more serious fouls, if the player's behavior falls into any of the last three items above, he shall be given a yellow card warning and the opposing team shall be sentenced to take an indirect free kick at the location of the foul according to the specific circumstances of the free kick rules.
